This paper discusses the "Negro Revolutions" victory that happened when the President of the United States spoke to the Joint Session of the Congress to the people of the nation. At this point in time, the chief executive had drafted the most drastic civil rights bill to date and was calling on the 89th Congress to pass another Civil Rights act.
